The last appointment of Queen's Counsel in Hong Kong was that of M. Francis in 1886.
Since then warrants for such appointments have been dispensed with and therefore if the appointment of Mr. Leach is approved a similar despatch should be sent as in the case of W. Nott's appointment. See No. 500, 18th May 1890.

And when this has been done the papers should be returned to the General Dept. for the usual Gazette notification.

I think that there is more to be said for Lawrie for the post.
